According to euronews.green, the plan of European official comes as they try to make the continent more self-sufficient and independent when it comes to producing its own energy.

According to a draft document, the Commission said that "solar electricity and heat are key for phasing out EU's dependence on Russian natural gas."

The cost of photovoltaic panels has decreased by more than 80% over the past decade, but despite this, solar energy only accounted for 5% of the total energy produced by the EU countries in 2020.

When it comes to heat production, solar power has an even lower share, of 1.5%.

In order to cut the reliance on gas power, the European Commission wants to launch the "European Solar Rooftop initiative" in order to help homes, offices and even shops become self-sufficient and to help them produce their own clean energy.

To enable a faster and easier adoption of rooftop solar panels, the EU and governments must reduce the time necessary for permitting to three months.

The initiative would also push countries to use funding from the European Union and to also launch support programs for rooftop panels in order to install these systems on all suitable public buildings by 2025.

Another scheme proposed by the EU would imply to gather governments and trainers in order to allow for the upskilling of the solar installation workforce, and in the meantime, an "EU Solar Industry Alliance" would use budget from the Union and carbon market "innovation funding" to support investment in the manufacturing process.

Europe needs to complete its own solar panel production factories, as in 2020, 75% of the solar panels installed in Europe were supplied by China.
