Moreover, an important part of Romanians do not have access to the Internet or do not know how to use the registration application, thus missing the chance to benefit from financing for solar panels.

In recent years, Kilowat has installed solar panels for over 3,000 Casa Verde beneficiaries, of which over 2,000 in the 2023 session. Every year, consistently, Romanians call on the company to obtain essential information about the session of that year, the most many people wanting to know what documents they need to prepare for registration.

Albert Soare, founder of Kilowat, said that "in recent months, thousands of people have contacted us to request information about the Casa Verde 2024 program. In 60% of cases, they asked when the program starts, in almost 80% of cases what documents are required for registration, and in 40 % of cases asked if the registration can be done by our company, because some of them do not have access to the Internet or do not know how to use the registration application. For these reasons, many Romanians fail to enroll in the Casa Verde program."

Registrations for the Casa Verde 2024 session begin on September 27 and take place on the AFM website, according to the Ministry of the Environment, this year's session having a record budget of 2 billion lei and funding per eligible beneficiary of 30,000 lei for solar panels and energy storage batteries.

Kilowat representatives recommend preparing the necessary documents for enrollment in the program right now. The most important thing to know is that, to be eligible for financing, only homeowners can apply and they must not have debts to the state budget.

Specifically, to register and be eligible for the Casa verde program, applicants must have the following documents:

  • Application for enrollment in the program - completed with the necessary data (will be available once the enrollment guide is published in the 2024 session)
  • Identity document of the applicant (home owner)
  • Fiscal attestation certificate, obtained from ANAF - proof that the applicant has no debts to the state budget; it is obtained from the ANAF in the applicant's county, and for those who have an electronic signature, the document can be obtained from the ANAF website, accessing SPV - natural persons, you can create an account without an electronic signature by following the steps presented in the guide on the institution's website
  • Fiscal attestation certificate regarding local taxes and fees - DITL - proof of the fact that there are no debts to the local budget; apply to the taxes and duties department, filling out the application for obtaining the tax attestation certificate regarding taxes and local taxes, and the document is issued on the spot
  • Extract from the land register - ANCPI - can be obtained online from the website of the National Agency for Real Estate Cadastre and Publicity (⦁ www.ancpi.ro) or physically at the institution; the Land Deed extract must not be older than 60 days, and it must show the applicant's ownership right over the building served by the photovoltaic panel system for which financing is requested

New funding for Casa Verde 2024

The Casa Verde 2024 program comes with a novelty, namely the financing of energy storage batteries, which attracts various questions and the need for information and details that applicants must know. As energy storage batteries are also financed through Casa Verde 2024, beneficiaries who want complete energy autonomy have a major responsibility - choosing suitable batteries and collaborating with installers authorized by ANRE to avoid severe risks.

The use of defective accumulators or their improper installation can lead to the reduction of the energy storage capacity by more than 50%, to the defective operation of the entire photovoltaic system or even to fires. Moreover, the choice is all the more important as funding through the Casa Verde program is allowed only once for the beneficiaries.

"At the slightest assembly error, the batteries can lose over 50% of their storage capacity, so the initial investment and the contribution of the beneficiaries become practically useless. Our recommendation is that Romanians who want to avoid worrying about energy bills act responsibly and work only with authorized installers, who have approved equipment in stock", according to Albert Soare, founder of Kilowat.

He also added that batteries can degrade quickly, if not set up properly. "Instead of working for 10 years or 20 years under warranty, they can fail in just a few days. Moreover, if they are not installed and operated correctly, they lose their power very quickly, a simple error can reduce the storage capacity. If the batteries are not working properly, the photovoltaic system loses practically half of its usefulness."

So Casa Verde 2024 comes with a great benefit, but with a major responsibility for the beneficiaries: choosing the right batteries and skilled installers.

The benefits of using batteries will have maximum effects in the future, Kilowat specialists point out, especially when the energy price cap will be removed and when the energy price will be higher during certain hours of the day, when consumption is higher, i.e. in the evening or certain peak hours. In this case, storage batteries will become of interest for obtaining energy independence also by Romanians who do not use them or do not have photovoltaic systems on their houses.
